Add abiltiy to assign work to an issue

Currently, once work is entered, there is not a way to associate the work with an issue. It seems that the only way that work can be associated with an issue is via the worklogs & votes in the issue editor. Work that is added via the issue editor shows up with a bug icon and a link in the worklog in the issue column, and it would be nice to be able to assoc. work with an issue there.
