Allow recipients outside workgroup in send report
Currently in the "print" view there is the option to send PDF by email. Clicking this opens a window for selecting recipients, but only the user and those recipients that report to the user are listed. This is not useful for a user to send a report to others in the company (ie. the Boss).

You just have to give global resource reader rights.

In The workgroup part are shown only the resources with an e-mail set on their profile.
You should check if the resources you are searching for have an email on their profile. -
Even as administrator, and also as Operational role, with privileges granted for resource read, only myself and a single employee out of 35 resources are available.
