Maximum worklog range, per worker, with alert if exceeded

Set a threshold level for worklog assignment on a per worker basis. If level exceeded post an alert to manager or worker.

        The idea is to set a maximum threshold for assigned work. That is, assign upto a maximum of 80% of my time leaving the remaining 20% for training, trouble ticket issue, etc. (overhead).
